Ceiling fans have changed a lot in the last few years. BLDC motors, remotes, designer blades, even fans with lights built in. Importers who used to deal only in table fans are now bringing in premium ceiling fans. But fans now sit under a BIS Quality Control Order, and that has changed the import game.

Here's how I'd think about it.

The usual HS code: 8414 51 20

LevelCodeDescription
Chapter84Machinery and mechanical appliances
Heading8414Air or vacuum pumps, compressors and fans
Subheading8414 51Table, floor, wall, window, ceiling or roof fans, with a self-contained electric motor of an output not exceeding 125 W
Tariff item8414 51 20Ceiling fans

A ceiling fan moves air with its own built-in motor. Fans belong in heading 8414, and household fans with motors up to 125 W go to 8414 51. India then gives ceiling fans their own tariff line, 8414 51 20.

Why not 8414 59 or chapter 85?

The common slip is with the 125 W limit. It refers to the motor's output. Almost all domestic ceiling fans are well under it, but large industrial or HVLS fans can cross it, and those go to 8414 59.

Some importers also assume a fan is "an electrical appliance" and look in chapter 85. Fans are specifically named in heading 8414, so chapter 84 wins.

A fan with a built-in light is still usually classified as a fan, since moving air is its main function, but it brings the light's compliance with it.

What decides the final classification

  • Motor output: up to 125 W (8414 51) or above (8414 59).
  • Type of fan: ceiling (51 20) vs table, pedestal or wall fans (other lines in 8414 51).
  • Fan with light kit: usually still a fan, but check it.
  • Parts shipped alone (blades, motors, regulators) go to parts lines or their own headings.
  • Remote and regulator packed with the fan usually go with it.

How import duty is worked out

Duty is calculated on the assessable value (CIF in rupees): Basic Customs Duty, then the Social Welfare Surcharge on that duty, then IGST on the total. Fan duties have been raised through Budget notifications in the past to support local manufacturing, so check the current rate for 8414 51 20 on the day you file.

Compliance checklist for ceiling fans

RequirementStatusWhat it means
BIS licence (ISI mark) under QCO๐Ÿ”ด MandatoryElectric ceiling type fans must conform to IS 374 and carry the ISI mark under the Electric Ceiling Type Fans (Quality Control) Order, 2023. Foreign factories need their own BIS licence.
BEE star label๐Ÿ”ด MandatoryCeiling fans are under BEE's mandatory star labelling programme. The model needs a BEE label and registration. Confirm current rules for your fan type.
Legal Metrology๐Ÿ”ด For retail packsImporter name and address, MRP, net quantity and customer care details on retail packs.
E-waste EPR๐ŸŸ  CheckCheck whether fans are covered under the E-Waste (Management) Rules, 2022 and whether you need EPR registration with CPCB.
WPC approval๐ŸŸ  CheckOnly for smart fans with Wi-Fi or Bluetooth control. Ordinary IR remotes are usually not an issue.

๐Ÿ”ด Mandatory ยท ๐ŸŸ  Check ยท ๐ŸŸข Not required

Mistakes that cost importers money

  • Buying from a factory without a BIS licence for IS 374, assuming it's like the old days.
  • Missing the BEE label and finding out when the marketplace or retailer refuses the stock.
  • Classifying fans with lights as light fittings.
  • Importing a new sweep size not covered by the BIS licence or the BEE registration.

My advice

For ceiling fans, compliance is now the biggest part of the job: BIS licence, BEE label, then Legal Metrology. Line up all three with the factory before you pay the advance. Then check your exact model's code, especially if it has lights or unusual motor ratings.
