9405 11 00

Ceiling or wall lighting fittings designed solely for LED. A panel is a complete fitting, not a lamp.

LED panel lights are mostly a project business: offices, hospitals, schools, showrooms. The orders are larger, the buyers are contractors, and the paperwork gets checked by more than just customs. If the code or the BIS registration is off, you hear about it from the client too.

Here's how I'd look at it.

The usual HS code: 9405 11 00

LevelCodeDescription
Chapter94Furniture, lighting fittings and the like
Heading9405Luminaires and lighting fittings
Subheading9405 11Ceiling or wall lighting fittings, designed solely for LED light sources
Tariff item9405 11 00Designed for use solely with LED light sources

A panel light (2x2 recessed, round or square surface panels, slim downlights) is a complete fitting. It has a frame, a diffuser, a built-in LED source and usually a driver. It's fixed to a ceiling or wall. That's the description of 9405 11, the line created in 2022 for LED-only ceiling and wall fittings.

Why not 8539 52 (LED lamps)?

This is the common mix-up. Because the product "is an LED light", some invoices show the LED lamp line. But a lamp is the replaceable light source that goes into a holder. A panel has no holder; the LEDs are built in and the whole unit is the fitting. So it goes to chapter 94, not 85.

The other line people sometimes use is 9405 19 (ceiling fittings for other light sources). That's for fittings that take conventional tubes or bulbs, not panels designed only for LED.

Not sure which line your led panel light falls under?

Describe it or snap a photo. EximSetu asks the 2โ€“4 questions that change the code, then gives the 8-digit HS code with reasoning, the duty in rupees and the compliance checklist.

What decides the final classification

  • Ceiling or wall mounted (recessed, surface, downlight): usually 9405 11 00.
  • Floor or table standing panels or lamps move to other 9405 lines.
  • Street lights and floodlights for public spaces have their own lines in 9405.
  • Driver shipped separately in its own cartons may be classified on its own (power supplies are usually in 8504).
  • Solar-powered panels may fall under 9405 41 (photovoltaic).

How import duty is worked out

Duty is calculated on the assessable value (CIF in rupees): Basic Customs Duty, then the Social Welfare Surcharge on that duty, then IGST on the total. Lighting duty rates change through Budget notifications and FTA rates can differ by country of origin. Check the current rate for 9405 11 00 on the day you file.

For a project quote, the landed cost calculator helps you see the true per-panel cost. For the duty alone, use the import duty calculator.

Compliance checklist for LED panel lights

RequirementStatusWhat it means
BIS registration (CRS)๐Ÿ”ด MandatoryLED luminaires are under BIS Compulsory Registration (IS 10322 Part 5 series, with sections for fixed general-purpose and recessed luminaires). Each model series needs registration in the manufacturer's name.
Driver BIS๐ŸŸ  CheckLED drivers (control gear) have their own BIS entry. Check whether your panel's driver needs a separate registration.
Legal Metrology๐Ÿ”ด For retail packsRequired if you sell packed units to consumers. Project supplies to institutions can be treated differently; confirm for your case.
E-waste EPR๐ŸŸ  CheckCheck whether your luminaires are covered under the E-Waste (Management) Rules, 2022.
Government tenders๐ŸŸ  CheckPublic projects may ask for BEE, BIS or local-content documents on top of customs requirements.

๐Ÿ”ด Mandatory ยท ๐ŸŸ  Check ยท ๐ŸŸข Not required

Mistakes that cost importers money

  • Declaring panels as LED lamps under 8539.
  • Using the factory's BIS registration for a size or wattage that isn't actually on it.
  • Shipping drivers and panels on one line when they're packed separately.
  • Quoting a project before checking the current duty and the client's document list.

My advice

For panel lights, think about your end customer's paperwork as well as customs. Get the factory's BIS certificate and test reports early, confirm every size and wattage is covered, and check your exact panel before you lock the project price.

Frequently asked questions

โ–ธWhat is the HS code for LED panel lights in India?

LED panel lights for ceilings or walls are usually classified under 9405 11 00, which covers ceiling and wall fittings designed solely for LED light sources.

โ–ธIs an LED panel classified as an LED lamp under 8539?

Usually not. A panel is a complete fitting with built-in LEDs, so it goes under heading 9405 with luminaires, not 8539 with lamps.

โ–ธDo LED panel lights need BIS registration?

Yes. LED luminaires are under BIS Compulsory Registration. The manufacturer must register each model series before it can be imported and sold.

โ–ธWhat HS code applies to the LED driver of a panel light?

If the driver is built into or packed with the panel, it usually goes with the panel. A driver shipped on its own is usually classified as a power supply, often under 8504.
