Usual HS code for handbag (import)

4202 22

Handbags with an outer surface of plastic sheeting or textile. The last two digits depend on the exact material.

For handbags, everything comes down to one question: what is the outer surface made of? Leather, PU "vegan leather", polyester, cotton, jute: each one changes the code, and the supplier's description is often vague or plain wrong.

One of the most common mix-ups I see is a PU bag invoiced as "leather bag" because that's how it's marketed. Customs reads "leather" literally.

The usual HS code: 4202 22

Most handbags imported into India today, especially from China, have an outer surface of PU or PVC (plastic sheeting) or fabric. That puts them in 4202 22. The 8-digit line then depends on the exact material: India splits 4202 22 into separate lines for plastic sheeting, cotton, jute, other textiles and so on. That's why I've given only 6 digits here.

Why not 4202 21?

4202 21 is only for real leather or composition leather. PU, "faux leather", "vegan leather" and "leatherette" are plastics, not leather, even if they look and feel the same. If you declare a PU bag under 4202 21, you're on the wrong line, and if your marketplace listing says "genuine leather" for a PU bag, you have a bigger problem than customs.

The reverse also happens: a genuine leather bag declared as PU. Customs officers do examine bags, and leather is easy to spot.

What decides the final classification

  • Outer surface material: leather (4202 21), plastic sheeting or textile (4202 22), anything else like straw, wicker or metal mesh (4202 29).
  • Which textile: cotton, jute and man-made fibres have different 8-digit lines within 4202 22.
  • Type of bag: handbags, backpacks, wallets, laptop bags and travel bags all have different subheadings in 4202.
  • Coated fabric: a textile bag with a plastic coating can be argued either way. Check it.

Not sure which line your handbag falls under?

Describe it or snap a photo. EximSetu asks the 2โ€“4 questions that change the code, then gives the 8-digit HS code with reasoning, the duty in rupees and the compliance checklist.

How import duty is worked out

Duty is calculated on the assessable value (CIF in rupees): Basic Customs Duty, then the Social Welfare Surcharge on that duty, then IGST on the total. Even the GST rate can differ between lines in 4202, so check the current rates for your exact 8-digit line on the day you file.

Run your exact bag through a lookup to get the 8-digit line and duty, or use the landed cost calculator for your per-piece cost.

Mistakes that cost importers money

  • Using "leather bag" for PU bags on the invoice.
  • Declaring one code for a mixed shipment of handbags, wallets and backpacks.
  • Importing "inspired" designer lookalikes with logos or signature patterns.
  • Not checking the 8-digit split within 4202 22 for cotton, jute and synthetic bags.

My advice

Ask your supplier for a material spec sheet for each style, not just a product name. Once the outer material is clear, the code is easy. If you're importing a range across leather, PU and fabric, check each style separately rather than using one code for all.

Frequently asked questions

โ–ธWhat is the HS code for a handbag in India?

It depends on the outer material. Leather handbags go under 4202 21, PU, PVC or fabric handbags under 4202 22, and others such as straw under 4202 29.

โ–ธIs a PU leather handbag classified as leather?

No. PU or faux leather is a plastic, so a PU handbag goes under 4202 22 (plastic sheeting or textile outer surface), not under 4202 21.

โ–ธDo imported handbags need BIS certification?

Handbags are not known to be under a BIS Quality Control Order. Retail packs still need Legal Metrology declarations.

โ–ธCan I import designer-style handbags?

Bags that copy registered brands, logos or designs can be seized by customs under IPR rules. Import only genuine stock or your own designs.
