HS Code for Laptop in India: Import Authorisation, BIS and Duty
By Abhishek Sadashiv ยท 16 years of experience in global logistics ยท Updated 5 October 2026 ยท 5 min read
Usual HS code for laptop (import)
8471 30 10
Portable data processing machines under 10 kg, tariff item for personal computers. Laptops, notebooks and ultrabooks sit here.
Laptops are one of those products where the HS code is the easy part. The hard part is everything that sits on top of it: the DGFT import authorisation that came in after 2023, BIS registration for every model, and e-waste EPR.
Importers often ask me why a shipment of perfectly ordinary laptops got held when the code was right. Almost always, it's one of those three. Let's go through them in order.
The usual HS code: 8471 30 10
| Level | Code | Description |
|---|---|---|
| Chapter | 84 | Machinery and mechanical appliances, including computers |
| Heading | 8471 | Automatic data processing machines and units thereof |
| Subheading | 8471 30 | Portable machines, not more than 10 kg, with at least a CPU, keyboard and display |
| Tariff item | 8471 30 10 | Personal computer |
The logic is simple. A laptop is a complete computer that you can carry, it weighs well under 10 kg, and it has the processor, keyboard and screen in one body. That is the exact wording of 8471 30. Notebooks, ultrabooks, gaming laptops and Chromebooks all land here.
Why not 8473 30 (parts) or 8471 41?
Two mix-ups I see regularly. First, people try to describe laptops as parts (8473 30) when they import "barebone" units without RAM or storage, or when the supplier ships the screen and base separately. If what arrives is essentially a laptop missing a couple of plug-in parts, customs will usually treat it as an incomplete laptop with the essential character of the whole, not as spare parts.
Second, some invoices use 8471 41 or 8471 49, which are for non-portable systems like desktops. A laptop is portable by design, so 8471 30 fits better. Don't let the code choice look like you're trying to step around the import authorisation either; customs reads the description, not just the number.
What decides the final classification
- Weight and form: portable, under 10 kg, built-in screen and keyboard points to 8471 30.
- Detachable 2-in-1s: a tablet with a keyboard cover is still usually a portable data processing machine, but check how it's described.
- Barebones and kits: incomplete laptops may still be classified as laptops; loose motherboards and panels go to parts.
- Refurbished or used laptops: same code, but second-hand electronics bring separate environmental permissions into play. Check before you buy a lot.
- Servers or rugged industrial units: different lines, and different policy conditions.
Not sure which line your laptop falls under?

Check my laptop โHow import duty is worked out
Duty is calculated on the assessable value (CIF in rupees): Basic Customs Duty, then the Social Welfare Surcharge where it applies, then IGST on the total. Many IT products get concessional treatment under India's tariff commitments, but rates and exemptions move with Budget notifications, so check the current position for 8471 30 10 on the day you file.
Run your exact model through a lookup, or use the import duty calculator. For pricing on Amazon or Flipkart, the landed cost calculator adds freight, CHA and other charges.
Compliance checklist for laptops
| Requirement | Status | What it means |
|---|---|---|
| DGFT import authorisation (IMS) | ๐ด Mandatory | Laptops and tablets under 8471 are "Restricted". You need an authorisation under DGFT's Import Management System, applied for online. There are limited exemptions (for example a single unit, or small R&D quantities). |
| BIS registration (CRS) | ๐ด Mandatory | Laptops are under BIS Compulsory Registration (IS 13252 Part 1). Each model needs registration in the manufacturer's name and the R-number on the product. |
| E-waste EPR | ๐ด Mandatory | Under the E-Waste (Management) Rules, 2022 the importer is a producer and needs EPR registration with CPCB. |
| Legal Metrology | ๐ด For retail packs | Importer details, MRP, net quantity, month and year of import, and customer care on the pack. |
| WPC (Wi-Fi / Bluetooth) | ๐ Check | Laptops have Wi-Fi and Bluetooth radios. Check whether your model needs Equipment Type Approval on the WPC portal. |
| Dangerous goods shipping | ๐ Check | Laptops ship with lithium batteries (UN 3481). Your forwarder will want the MSDS and UN 38.3 report. |
๐ด Mandatory ยท ๐ Check ยท ๐ข Not required
Mistakes that cost importers money
- Shipping before the import authorisation is in hand, and paying demurrage at Nhava Sheva while you apply.
- Assuming the brand's BIS registration covers your model. It has to be the exact model, from that manufacturer.
- Declaring complete laptops as parts to avoid the restriction. It rarely works, and the penalty is worse than the delay.
- Buying refurbished lots without checking the rules on used electronics.
My advice
For laptops, sort the paperwork before the purchase order: authorisation, BIS for each model, and EPR. The code itself is rarely the problem. If you're unsure whether your specific model or quantity needs the authorisation, check it first.

Frequently asked questions
โธWhat is the HS code for a laptop in India?
Laptops and notebooks are usually classified under 8471 30 10, the tariff item for personal computers within portable automatic data processing machines weighing not more than 10 kg.
โธDo I need a licence to import laptops into India?
Laptops under HSN 8471 are 'Restricted', so commercial imports need an import authorisation under DGFT's Import Management System. There are limited exemptions, such as single units and small R&D quantities.
โธDo imported laptops need BIS certification?
Yes. Laptops, notebooks and tablets are under BIS Compulsory Registration. Each model must be registered by the manufacturer and carry the BIS registration number.
โธCan I import used or refurbished laptops?
The HS code is the same, but second-hand electronics bring extra environmental permissions on top of the DGFT authorisation and BIS. Check the current rules before buying a lot.
