HS Code for Keyboard and Mouse in India: Classification, BIS and Duty

Usual HS code for keyboard and mouse (import)
8471 60
Input units of computers. Keyboards are usually 8471 60 40 and mice 8471 60 60, so the last two digits depend on the product.
Keyboards and mice are the kind of product people don't think twice about. Low value, high volume, sold everywhere on Amazon and Flipkart. But there are two things worth getting right: the separate tariff lines for each, and the BIS registration that keyboards need.
Here's how I'd handle them.
The usual HS code: 8471 60
| Level | Code | Description |
|---|---|---|
| Chapter | 84 | Machinery and mechanical appliances, including computers |
| Heading | 8471 | Automatic data processing machines and units thereof |
| Subheading | 8471 60 | Input or output units |
| Tariff item | 8471 60 40 | Keyboard |
| Tariff item | 8471 60 60 | Mouse |
Keyboards and mice are input units of a computer. They have no use on their own; their job is to feed instructions into a computer. That's what 8471 60 covers, and the Indian tariff gives each its own line. That's why I've given six digits at the top: your last two depend on what you're importing.
Why not 8473 30 (parts and accessories)?
The most common mix-up I see is putting keyboards and mice under 8473 30, "parts and accessories" of computers. It sounds logical, because they're sold as accessories. But the tariff treats a complete keyboard or mouse as a unit of a computer under 8471, not as a part. 8473 is for things like internal components and loose keycaps.
Wireless combos are the other question. A keyboard and mouse sold together in one retail box can be classified on the item that gives the set its main character, usually the keyboard, or treated under a residual line. Check how your CHA wants to handle it, because you'll do it the same way every shipment.
What decides the final classification
- Keyboard or mouse: each has its own 8-digit line.
- Combo sets: set rules may apply; agree the approach with your CHA.
- Laptop-specific keyboards (internal replacement parts) are parts, not units.
- Gaming keypads, graphic tablets and trackpads may sit on other lines under 8471 60.
Not sure which line your keyboard and mouse falls under?
Describe it or snap a photo. EximSetu asks the 2–4 questions that change the code, then gives the 8-digit HS code with reasoning, the duty in rupees and the compliance checklist.

Duty is calculated on the assessable value (CIF in rupees): Basic Customs Duty, then the Social Welfare Surcharge where it applies, then IGST on the total. Computer peripherals often get concessional treatment, but rates and exemptions move with Budget notifications, so check the current position for your line on the day you file.
Run your exact product through a lookup, or use the import duty calculator.
Compliance checklist for keyboards and mice
| Requirement | Status | What it means |
|---|---|---|
| BIS registration (CRS) | 🔴 Mandatory for keyboards | Wireless keyboards and keyboards are on the BIS Compulsory Registration list (IS 13252 Part 1). Each model needs registration in the manufacturer's name. |
| BIS for mice | 🟠 Check | Mice weren't on the CRS list when I last checked. Confirm before ordering. |
| WPC approval | 🟠 Check | Wireless (2.4 GHz or Bluetooth) models use radio. Check Equipment Type Approval. |
| E-waste EPR | 🟠 Check | Check whether peripherals fall in the E-Waste Rules schedule for your product; register with CPCB if covered. |
| Legal Metrology | 🔴 For retail packs | Importer details, MRP, net quantity and customer care on the box. |
🔴 Mandatory · 🟠 Check · 🟢 Not required
Mistakes that cost importers money
- Using 8473 30 for complete keyboards and mice.
- Skipping BIS for wired keyboards because "only wireless ones need it".
- Registering one keyboard model and importing colour or layout variants under it without checking.
- Treating a combo differently from one shipment to the next.
My advice
These are repeat products with thin margins, so mistakes add up. Settle the code for each item, sort BIS once for each keyboard model, and use the same approach every time. If you're bringing in something unusual like a gaming keypad or trackpad, check the exact item first.
